You can add lawsuits to the list of problems created by the budget impasse in Illinois.
Gov. Pat Quinn says state government is being hit with multiple lawsuits from groups worried that the budget situation will interfere with vital services.
He said Wednesday afternoon that nine lawsuits had been filed in the past 24 hours.
Already, the American Civil Liberties Union has succeeded in getting a judge to order state government not to cut back on child-welfare services.
The state's new budget year began Wednesday, but officials can't agree on a spending plan that would eliminate a deficit of $11.6 billion.
