ROCKFORD -- Snow Emergency declared. Odd/even parking restrictions begin Feb. 9 at 8 a.m. and last through 3 p.m. on Feb. 10. Residents should park on the odd-numbered side of the street Tuesday and the even-numbered side of the street on Wednesday.
